Misaki-cho, a seaside town at the southernmost tip of Osaka. (A rural town about an hour by car or train from Osaka city.) There is a beach with a wonderful sunset within a 10-minute walk, and there is also a walking course that your dog will enjoy. There are also a few fishing points nearby.
