Surabaya as the Resort Gemeente (Haminte) was officially established on April 1, 1906. Previously Surabaya was part of the Haminte Government residency run by the Haminte Council chaired by the assistant resident as Regional Head. In 1916, the first Mayor of Surabaya was appointed, A. Meyroos who served until 1921. Only after the second mayor, G.J. DIJKERMAN, elected, plans to build a City Hall building were realized. The main City Hall building in Taman Surya in the Ketabang area began to be built in 1923 and began to be occupied in 1927. The architect was C. Citroen and the implementation was H.V. Hollandsche Beton Mij. The total costs, including equipment and others, cost around 1000 guilders.
